Matthew is responsible for the running of the Trust’s integrated hospital and community services. As the borough’s Place Based Leader for Health, he is also responsible for bringing together some shared functions of the Trust and CCG to make the most of the borough's workforce and resources to meet the health and care needs of Croydon’s growing population. 

With more than 27 years experience in the NHS, he has held senior leadership roles at a number of Trusts, including Chief Executive of Brighton and Sussex University Hospitals NHS Trust and Chief Executive of East Kent Hospitals University Foundation Trust, where he led the Trust out of Quality Special Measures. 

He has worked nationally at the Department of Health, including developing the delivery plan for the 18-week waiting time target and being the first trust special administrator. His career has also seen him work with the Care Quality Commission, Health Education England, the Kent Cancer Alliance and he has also chaired the Kent Surrey and Sussex Clinical Research Network.

More recently, Matthew was a Senior Visiting Fellow at The King’s Fund, a health think-tank, where he has played a key role in its work with health and care organisations to develop integrated care that better meets the needs of patients and service-users. He was also the interim Chief Executive at Croydon Health Services NHS Trust for twelve months from October 2018.
